No Masks, No Violence, No Discrimination: A Carnival Safety Campaign in Bolivia

As part of our firm commitment to preventing gender-based violence, Pro Mujer joined the national #SinMáscarasSinViolencia campaign for the third year. This cross-sector initiative seeks to transform the sociocultural patterns that lead to violence against women and girls during Carnival festivities.

From January-December 2024, the Public Ministry recorded 84 femicides and more than 50,324 cases of violence, including 11,000 cases of sexual violence against women, children, and adolescents. These figures reflect the urgent need to implement ongoing initiatives to address GBV and to get the general public involved.

Since 2021, the Ministry of Cultures, Decolonization, and Depatriarchalization has implemented the #SinMáscarasSinViolencia campaign in partnership with Pro Mujer, UN Women, the Special Force to Combat Violence (FELCV), Coordinadora de la Mujer, INTI, Bagó, Abre los Ojos (Bolivisión), and the Association of Folkloric Ensembles of Oruro (ACFO).

This year, Pro Mujer is proud to once again play a key role in this initiative, including actively participating in initiatives to prevent GBV actions and providing access to our free Mujer Segura helpline (800 10 2414) to support and guide women experiencing violence.

The 2025 campaign included three stages:

  1. Information and awareness: Train folkloric societies on preventing violence and relevant reporting mechanisms.
  2. Large-scale outreach: Prepare and distribute educational materials on digital platforms and during the festivities.
  3. Response and prevention during Carnival: Disseminate information and support women experiencing violence through the Pro Mujer and FELCV helplines.

Impact of the Campaign 

In 2024, the campaign reached more than 30,000 people, providing key information about Law 348 and ways to prevent violence. The content reached more than 30,500 people on social media and garnered more than 36,000 interactions. 

Pro Mujer reaffirms its commitment to eradicating gender-based violence and will continue to work with partners to ensure women can enjoy Carnival and live lives free of violence and discrimination. Cultural festivals should be spaces of celebration and respect, and the #SinMáscarasSinViolencia campaign is a crucial step toward that goal.
