Kate Lauer is Head of Global Regulatory Strategy at PayPal. She has worked for 30 years in international finance, law and regulation. For the 17 years prior to joining PayPal in 2017, Kate focused her efforts was on the regulatory and policy issues relevant to increasing financial inclusion in developing markets. Kate began her career as a lawyer in 1990 at the international law firm of Cleary, Gottlieb, Steen & Hamilton, LLP. She also worked as in-house counsel at Goldman, Sachs & Co. and the European Bank for Reconstruction and Development.
Kate is also on the board of the International Accountability Project, a human rights organization that works with communities threatened with forced eviction as a result of large-scale foreign-funded infrastructure projects.
Kate received her J.D. degree from New York University School of Law in 1990 and her B.A from Dartmouth College in 1985. Kate is a member of the Bar in New York.
